    3. Only if he was persecuted. Even in New York State I've never heard of anyone being proseucted for dowsing, even though it is illegal if you do it for pay. Nowadays real people don't often care about such commonplace psychic practices. But someoen who has the ability to, for example, solve crimes, or heal the sick, has an interest in people not speculating or talking about it. Unless of course they WANT their lives, and the lives of their entire families and communities, to be a zoo.
