    2. Tribal response rates: 1990-2000 SEPTEMBER 20, 2000 On Tuesday, the US Census Bureau released its final response rates for participation in Census 2000. Due to a decline in participation over the years, the government issued a challenge to governmental entities, including tribal ones, to improve their response rates. The "'90 Plus Five program" encouraged governments to improve their response rate by at least 5 percentage points from the 1990 Census. The following represents a comparison of response rates for selected reservations. The 2000 final response rates reported by the Census Bureau this month, however, do not represent the mail response rates that will be calculated at a later date, whereas the 1990 numbers do. To find out 1990 response rates for reservations not listed here, visit the '90 Plus Five website's lookup form.
