Don't know "why" exactly. But I think sometimes Windows doesn't release stuff that it's supposed to (perhaps especially so with a forced close). I have seen that behavior with other programs, such as an image editor that I often use. Sometimes it hangs, and after a forced close I can restart the application but it continues to misbehave.
