Hi,Don`t know if this explains or helps but my late mother was born in 1906 and she never had a birth certificate,we have never found any registration of her birth at all in the st.caths index.When she reached pension age and they asked for Birth certificate,The only thing she could produce for them was her Baptism certificate,so she got by all her life with no Birth record.Maybe you should look for Baptism records if you know the area in which she was probably born,and check the records for the nearest church in that district.Hope this helps.
