Ruth, Thanks for your e-mail. My confusion arose from the fact that I had birth registrations for this area from both Wirral and Birkenhead. It turns out that the ones that were from Wirral were before the Birkenhead district was created in 1861. Now that I realize this it seems pretty obvious.
