If you go back to 1881 census at www.familysearch.org and look at the family of pensioner John Slater + Anne, you will find two additional sons John 21 and William 19. Both have left home by 1891. It's possible one of these or even an older brother still was the father of your Robert. You might like to check FeeeBMD for a marriage for John or William between 1881 -1885. And then, why was Robert with his grandparents. Did both parents die between 1884-1891?
