There are buses to Shefford about every hour from Bedford, I believe, and there is a very limited bus service (about 1 in the morning and 1 in the afternoon) that travels through Shefford, Clifton, Stanford and Southill. on the way to Biggleswade. I would definitely recommend hiring a car, these are lovely villages to wander through but you wouldn't be able to hop on and off buses.
