Lisa, I went thru that process over 25 years ago in Chicago. I don't remember if I had to go to the Irish office in Chicago, but it worked and I got my citizenship and then a passport. I am sure that I made my initial arrangements by telephone. You should try that first. Incidentally, people have asked me what benefit I got from becoming an Irish citizen. I tell them that there are many advantages, such as it becoming easier and more reasonable to enter Irish universities, but by far the most important advantage is the impression it makes at cocktail parties. I have done a bit of internet searching, but find nothing particular to USA residents, though I have emailed the London FBR office for assistance as well.
