"Wehrstammbuch" and "Wehrpass" have to be considered together: The "Wehrpass" keeps record of the military carreer of a soldier, giving information on military degrees, and on the military units, to which the soldier belonged to. The "Wehrpass" was kept at the military unit, and moved with it. The "Wehrstammbuch" basically contained the same information as the "Wehrpass", but was kept at the central military administration (The "Wehrstammbuch" did not move with the soldier or the unit.) I hope this gives some explanation.
