I don't think you can give a state at all; most researchers think probably Virginia or North Carolina. Even Delaware is a possibility. Reuben's sister and brothers seem to have appeared out of nowhere, and researchers have been looking for their origin for 40 years at least. His approximate year of birth can be figured from his age, which was given in one of the military papers. That's it.
