    3. I'm now a North Carolinian, via Canada. Never heard the name here. No one I've met has heard it either. Never have heard of anyone pronouncing it "clow" [rhyming with cow] or "cloe" [as in snow] or even "cloche" (sounds like loch Ness?). Mine has always been "cluff"... direct from Low Moor, Bradford, Yorkshire, so it's really pronounced "cloof" where "oo" is not "oooo" but is shorter sounding.
