Jim: Go to http://familysearch.org this is the Mormon website. Do a search for Barnetts in the 1881 English census for IOW. I found your Fanny living with her brother James in Whippingham, Hampshire. It says she was born in West Cowes, Hampshire. I guess you will have to borrow the 1871 census from the Mormons or someone to locate her that year. She would then be in the household of her parents. Since you have her birth and death dates you can get both her birth and death certificates. Both would have her parents names listed.. In the US it is very common to be able to locate obituaries in the newspapers, particulaly in the Victorian age. I assume the English also published obituaries but since I have never done English research I am only guessing.
