I don't know about Capt. John Barber in particular, but most titles of rank were from local militias. I have a pre-Revolutionary War ancestor on another line who appeared with the title of Capt. Although he owned several ships and crossed the Atlantic several times I know the title came from the militia and not the sea because the title later changed to Major then Colonel.
