Lyneve, I can only speak from the experience of my mother who was orphaned at the age of 3 mos. in Baltimore in 1907. She was placed in the United Patriotic Home on Druid Hill Ave. and then Maryland Orphanage at Eden and either Biddle or Chase St. After that she was in foster homes mostly, it sounded to me, as an unpaid laborer. I don't believe any records are still available. If you should learn otherwise, please let me know.
