I have been through so many districts. It looks like the block you want is on the boundry between two zones. I've been making a map of 1930 EDs for myself and, I have Enumeration District 647 as the following: Start at the intersection of Foster Ave and Higland Street. Go south down Highland Street to Dillon Street. Turn west on Dillion to East Ave. Turn north on East Ave to Hudson. Go east on Hudson to Clinton. Go north on Clinton to Foster. Go east on Foster to Highland. The zone is a backwards "L". The 900 block is between Hudson and Dillon. I'm not sure but, I think the even 900s are in ED 647. Unfortunately, I don't have the next ED to the east mapped, which would have the odd 900s.
