Provide that Ward 19 is the area bounded by Edmonson Avenue on the north, Fulton Avenue to Baltimore St. to Monroe St. on the east, the Baltimore and Ohio Railroad to the city limits on the south and the city limits on the west. Seems to me this includes Vine St. Then comes along The Laws of Maryland (1901), Chapter 8. What this says is that Ward 19 became Ward 20. Then comes along The Laws of Maryland (1918), Chapter 82. If I understand it correctly all this did was add Wards 25 through 28. So Vine Street should be in Ward 20.
