I followed all the instructions on the National Civilian Personnel website and sent off my letter in November 2005. By this March, I still hadn't heard anything, so I called. They couldn't find my letter and told me to fax it and that I should hear back in 2 weeks, as they were not backlogged at all. I faxed it. Three weeks later, I called again. They couldn't find the fax. I re-faxed it. Waited; called again. Called again yesterday and re-faxed it and immediately called to tell the lady (I am now on a first name basis there) that it had been faxed. I don't know what the problem is--all she could tell me was that without a Social Security number, they can't track requests. My uncle didn't have a SSN--he was born in 1885 and was a federal employee all his life. Your government in action. I suggest you just keep trying.
