Shirley, Mail lists will not accept attachments, but message boards will. The best way I've found to make such a document available (and add another audience) is to post it as an attachment to a message board query. If the mail list does not gateway the message board entries (as is the case with the B-W mail list), you will need to post a follow up message to the mail list with the URL.
