(Nellie) county emp (occupation - Maricopa County employee - old personnel records may still exist with family genealogical information) h 229 N Calif". While the listing of a Nellie MATTHEWS doesn't define her middle initial with a "A." or a "C." (for Calley) it seems like a good fit given your Nellie CALLEY was born in 1902 and would likely be married by age 29 (1931) and possibly living in or near the same community as her mother (if "Belle" is Armanda). Either way, probably another easy one to find in the 1930 census images at Ancestry.com or your nearest FHL branch. Obviously, the 1930 census data would confirm if this your Nellie Calley.
