Voter registration records are public record. That's one of the reasons they are often at the center of election controversies; i.e. deceased people "voting" and election opponents publicly proving something was "fishy" with a vote count because a registration record can be checked to death records. I would start with either the Maricopa County Recorder (Clerk) or the Office of Registrar of Voter's. Each government entity refers to it's registrar differently. The Recorders office is located at 111 South 3rd, Phoenix, phone 602-506-3535. The Registrar of Voter's is also located at the same address, phone 602-506-1511. Each state's policy on archival information on deceased persons is different and in a constant state of change; generally becoming more restrictive and difficult to obtain as the public's appetite for privacy increases. When contacting any government agency I would let them know you are a descendant and that you can prove it should they so require.
