I have checked the 1920 federal census for Arizona and there is no listing for a William BLEO or BLEOO either using exact or soundex spelling. The thought occurred to me, other than Donna's suggestion, that William probably would have had to register for the draft for World War I. The Selective Service Act was brand new during the era of 1915-1917. I would contact the nearest National Archives to you (NARA or www.NARA.gov) or the FHL has microfilmed all 24 million records and presumeably you should be able to get microfilm rental copies at the branch library nearest you.
