I live in Mesa, so decided to drive by the address you requested. This is a mobile home park, mostly single-wide dwellings. I would call it perhaps a "lower-income" area. It is called Royal Palm Village. I didn't stop to inquire or look at the names on the mailboxes for your Baldwin at that time. There was no Arthur Baldwin listed in our current Mesa phone directory.
