    3. No, you wouldn't be able to look at the SNP status of all I1 men in the 23andMe database. If you don't have any access to a male's account, you can add the demo "Mendel" family at Account | Settings | Example Profiles. Then you can Browse Raw Data for the SNP and see Greg Mendel's results. He's currently classified as I1*. If you're talking about an "obscure" SNP that's not currently used by 23andMe or ISOGG to define a subclade, you can start a Community Thread on the topic and ask what people are finding. In fact, I have a vague recollection about just such a thread, so Search the website for the SNP and see if it's under discussion.
