There is not an electoral roll for every year, electoral rolls were made for that purpose, correct accurate rolls of voters for elections, thus they only needed to be made for the years when there were/are elections. Also you cannot take an electoral roll to be accurate within 12 months, how often has the electoral roll checker knocked on your front door, certainly not every 12 months. People could move and unless they changed their address on the electoral roll they would stay on at the old address until it was changed by an electoral roll checker or by turning up to vote and not being on the roll at the new address.
