    2. Hi Dianna, Depending on whether it is federal or state electoral rolls you are asking about. Generally, the federal rolls didn't become annual until about 1980's or 90's, so you will find they only published them about the time of an election (approximately every two to three years). Hence, you will not find them every year. For some divisions, they didn't publish them for that year, but might have issued a supplement at a later time, which might contain the divison you require. Just one of those things, unfortunately. You could check post office directories (or phone books), if they exist for the state and time in question, this is an alternative strategy that I use, as they are usually published annually.
