I wonder if SKS has any ideas about what a federal penisoner was and how it differs from a old age penisoner. I have a death certificate for William Cole who died in 1916 in Melbourne,aged 70years, and it states he was a storekeeper and a federal penisoner. I have not come across the term before, and wonder if there some records I could check to see why his penison is call this, was it a type of service penison.
