Why not try the Australian Industrial Relations Commission? It took over from the old Conciliation and Arbitration process. (That's why you were referred to the historical record - Conciliation and Arbitration was a Federal parliament power under the Australian Constitution.) There is a Federal department of Industrial Relations, and a Federal Industrial Relations Commission to deal with disputes. There will be a registrar of the IRC and they may be able to direct you to the records of the older institution.
