Well what Bruce says is spot on. There are also many private homes on crown land (we have one of them!) in the North East goldfields. Back in the early 1900s the government "leased" the land to people and they paid a yearly rental plus paid the rates. This was encouragement to open up remote areas. However the leases were very one sided - ie they usually ran for at least 50 years and were renewable but strictly under the same terms - which was that the Govt could request you remove your house at any time. Until say 10 years ago the Govt could sell off this land to residents. Now no such sale can be made as huge areas are under native title claim. We have also been advised that we may either have to remove the house or that the title will be transferred to the local indigenous people and we would then pay them rent, on their terms and conditions. Either way, seems no prospect of buying the land outright. I know for a fact that under their land claim falls at one cemetary, possibly 3 in that area.
