Kathy, I have an old Ballarat book first printed in about 1870 and then reprinted and brought up to date in 1887. In it a Joseph Roff, a clothier, is said to be a member of the Town Council. This is in 1854. In the book there are a number of letters written by him about current events. He seemed to be quite a literary gentleman with a great sense of humour. He is also mentioned as one of a committee of 12 men who raised the money to build the Eureka Stockade Memorial in 1887.
