Perhaps this person might have been at Eureka and some years later was a councillor or mayor? Whichever you really need her to give a more accurate name and timeframe. No BATTERBURY or ROFF appear in "The Eureka Encyclopedia" however a ROFF and a Joseph ROFF make a couple of appearances in Withers "History of Ballarat".
