    3. I'd agree.. I think the person reporting the event went to the local registrar who wrote it down - and sent off that very piece of paper to the BDM office in Melbourne. It is not like the English system.. The original certs seem to come in batches from the regional offices, you can pick the various handwriting or dirty typewriter! That is not to say they did not make scrappy notes but it does not appear to be so from the few I have seen - they are always on the official forms. The original certs as held at BDM office are on line so you can view them - call up a few consecutive numbers and you should see what I mean. Sadly they cost $17.50 per cert to do so!
