    3. A major trigger in the privacy debate was the proposed Australia Card - about 1985, IIRC. The discussions covered much of our present situation. The legislation got voted down in the Senate, a double dissolution of Parliament followed, but it was eventually ditched. In its place we have tax file numbers, which, without fanfare, do a lot of the same job.
