    3. Greeting s Folks.. It was my understanding that it was for small pox.. I had a great uncle born early 1890's who in 1910 required a birth certificate( insurance purposes )and discovered that his birth was not registered.. Following a supreme court appearance by his father and Affidavitts ++ . it was discovered that because Mother "did not trust Vaccinations" and the mandatory connection between Birth registration and Vacination it had been decided Not to register the birth.
