    3. On the subject of the "Free Ticket" to the hospital, I found when working my way through the Ballarat Council Inwards Correspondence, an interesting letter from the Ballarat Hospital. Apparently the Ballarat Council also gave tickets to people they deemed as needy for treatment at the Ballarat hospital. One man was given a ticket and the hospital complained that the Council staff "were issuing tickets to anyone who walked in and complained of being sick". The hospital said they, the council, had to be more careful as the man was not sick.
