I have never ordered Vic Probate Packets (I live in NSW). It seems as though, you can only read them in Melbourne. If it was me, I would contact PROV Vic and clarify, if that is the case. He must have had some money or assets, if he left a Will, to distribute his goods. Hopefully the Cemetery, can help you.
