The obit clearly says he reared a family of 19....but then, this is a politician speaking and they traditionally do not let facts get in the way of a good emotional speech!! the obit is at: http://trove.nla.gov.au/ndp/del/article/151328319 But Frances raises a good point, perhaps he raised the 5 children (Dorothy Meta, Elvie Maud, Any May, Irene Myrtle, and Christen Henry) of his son Christy Henry "Harry" Wagner who died in 1906. with the 14, that makes 19....and may justify the comment of Councilman Ryan.
