There is a gap between when the ship has been given permission to leave at a certain time (enter out) and then, when it has actually gone - maybe the gone might be when it clears the heads of Port Phillip if it sails from Melbourne, for instance. Hobart - might be when it leaves the mo0oring or when it reaches open seas ie is out of the river if applicable. That is the cleared out. It is GONE for sure, not just probably going to go.
