Susan, I think you will find that it is standard practice not to include the possessive apostrophe in geographical names - I doubt you will find a road sign with one. The other variation often adopted in practice is to drop the 's' as well (ie Chitty's Road becomes Chitty Road). Here in North Queensland the powers-that-be are obsessed with naming every geographical and man-made feature alike (even road culverts!) after some notable person, but you will rarely see the possesive form of a name.
