Hi Albert, From research we did (Toowoomba & D Downs FHS) for our contribution (an 18 month Calendar of Mayors of Toowoomba 1861-1904) to celebrate the centenary of Toowoomba as a City we found the following: First Town Hall. In Dec 1860, the Darling Downs Gazette reported that the tender of Frederick Stein had been accepted, original plan prepared by Mr. Binstead. The foundation stone was laid on 24 Jan 1862 and the building was completed late June 1862. It was the first Town hall erected in the Colony of Queensland, and stood in James Street on the south-east corner of James & Neil Streets. It was demolished twenty years later to make way for the Second Town Hall. The First Town Hall (a timber building) was deemed inadequate and a competition for designs for a new Town Hall was held. First prize went to Mr. Albert Myers of Orange, NSW. Richard Godsall won the tender. Construction took longer than expected, and the new building was officially handed over on 7 Nov 1881. The School of Arts Building in Ruthven St was gutted by fire in 1898, and it was decided to replace it with a building to house both School of Arts & Town Hall. The James Street building & land were offered for sale and eventually sold to the Education Department. Tenders were called for the erection of a new school using materials from the Second Town Hall. The foundation stone for the Girls and Infants School was laid on 7 Mar 1906. The Third Town Hall was officially opened on its present site on 12 Dec 1900. At noon on 20 Oct 1904 Toowoomba was officially proclaimed a City. Cheers Marionne Diggles
