Ah, I see you are looking at Ancestry. What you have found is not a census record but an entry on the electoral roll. Although Ancestry encourages people to regard census records and electoral rolls as being the same thing (which is sort-of true), there is a very important difference between them. Census records are snapshots; they describe people's situation at a particular date. If a person has died, then they are not recorded. But the electoral rolls are longitudinal (rolling) records. Once a person is on the electoral roll, they stay on the electoral roll, until someone takes them off. Thus people remain on the the electoral roll until the information about their death works its way through the system to take them off. My rule of thumb is to allow about a year or so for this to occur, so it is not surprising to find Elizabeth Croucher appearing in 1919; it's just the nature of records and the processes to update them.
