    3. I am NOT sure but FWIW: Towns & villages had an area of Common set aside for the people of the village to run their milking cow and or horse. These still exist in many towns around NSW. They are now fenced and managed a bit more than would have happened in 1888. These days a resident would own a few animals, these and those of his/her neighbours are all grazed together. A group decision is made by the "commoners" on numbers allowed each resident and grazing and husbandry matters. The common in the mining village of Tingha (near Inverell where I live) is famous for still including the streets of the village so the animals can sometimes be seen walking down the sleepy main street. This is really just a paddock of about 2000 acres with the village in the middle. And yes, the animals do have right of way. I believe commons are state land so the lands dept could clarify that.
