G'day Peter, The Colonial Administration tried to limit the area under settlement to "The Nine Counties" of NSW. This covered from below Wooloogong to about Port Macquarie. All the rest of Northern NSW--was called 'The Moreton District' and included South-East Qld and part of the Darling Downs. It was not a County. Queensland didn't become a separate State until 1859. Certs. of Freedom & Tickets of Leave were often issued at the nearest Police District. For Muswellbrook, this may have been 'INVERMEIN' or 'MERTON'.
