Unclaimed Letters used to be advertised in the Govt Gazettes, (just the list of names) but you'd need to be looking for a very unusual name to be able to identify a specific recipient from the lists. And also, it strikes me that if the recipient wasn't to be found where the letter was sent, and it had to be advertised in Unclaimed Letters, then it's not going to be much help to you. I don't think they kept the unclaimed letters themselves beyond a specific period.
