Dear Richard, I have been reminded that even though there may not be a Last Will and Testament, if that looks like being the person you are interested in, there could be a Probate Packet and Stamp Duty File as Eln indicates involvement of the Public Trustee. Where there is no will, anyone who thinks they have a claim on the estate, have to make an Affidavit as to how that comes about. This could lead you to family members you do not know about.
