Marg, It is definitely Newcastle. The large building to the right is the early Newcastle Hospital; it features in one of Ralph Snowball's photos dated 1890. The row of terrace houses to the left is "Boatman's Row", now opposite the entrance to Fort Scratchly. I have seen this photo before somewhere, so I'll start looking & let you know if I find it.
