No. Working backwards...from the Colo boats can get just passed the Windsor Bridge towards North Richmond Bridge...from here it gets quite shallow. At Penrith there is a weir - I believe boats can get into the Nepean near the Nepean Bridge and can travel up towards the Nepean Gorge...but that is about it. From here you start getting into the restricted catchment area of Warragamba Dam. Not sure what the river is like down towards Goulburn...but I do know it is very shallow.
