    3. The strap you refer to will be part of a Sam Browne belt. Compare your photo to those on http://www.diggerhistory.info/pages-uniforms/sam_browne.htm to verify. It would indicate that he was an officer (commissioned or warrant) which might help explain the stripes and badge above.
