    3. The "home" might have been government-run, or private - perhaps a church or charity. If government, PROV ought to hold something. I have seen indices on microfyche of children taken into care. There were references in them to several homes for boys & girls. I can't recall if the index was preceded by an introduction or an overview. My grandmother was "in care" in the 1890s and I found her file - very informative - in PROV. Directories: any luck there ? Finally, and this is a bit lateral, but such a home probably had resident staff. They would have been on the electorall roll. You have a date and a location. Now all that remains is the tedious task of trawling the relevant electoral district, and you might get a few names, which might open up another line of inquiry. I say this because when I went through ER's for inner Melbourne in the early 20th Cent., I noticed that there was a Division devoted to the "Immigrant's Home", which had become a benevolent institution for frail of mind &/or body.
