They have responsibility for child care and I believe you may be able to access files held by them. There may be a fee involved. One relative obtained a mine of information on her husband's mother and grandmother, both on file with the department. I believe from a conversation recently with someone that Victoria had/has child welfare laws since 1868, so I am only suggesting they may be of assistance. Linda
