I would make few comments about it. One is that the plethora of open windows in the buildings suggests that it was a sanitorium for the treatment of TB. Another thing I found unusual in the photo was the flagpole, which has that cross-strut that I cannot name for want of appropriate terminology, but looks to me like something one might see in a Naval establishment - and it even looks like there is a furled up flag hanging up there. although that might be a tree behind. If you take a magnifying glass to the photo, you should see the detail better than I can in the copy. The best suggestion I can come up with for identifying the photo is to post a copy to the Royal Historical Society of Victoria "My Connected Community" - there are 161 local historians subscribed covering a good part of Victoria, and I hope someone amongst them would be able to identify it. I've submitted it to go into the photo albums. I'm not sure if you will be able to see it unless you are subscribed, but have a look and see.
